From poor to the rich, child to adult, homes to lavish bakeries, cafes, and restaurants everyone consumes it daily.

As you know that our beloved country, Sri Lanka is facing a severe scarcity of wheat flour. There are only few companies that are fulfilling the country’s demand for wheat flour but now they are claiming that they are not receiving enough USD dollars to import this product anymore. At this crucial time, India and Turkey are the only countries that are playing the role of importers for us.

Our country’s average tariff on wheat flour was 16.9%. In 2020 Sri Lanka imported $6.32M in wheat flour. India is the 10th largest exporter of wheat. Previously, the Indian government banned wheat export due to the raised pieces, and currently, they have this new policy that only deserving countries will be able to import wheat from India and we actually need it.

As one of the leading exporters of wheat flour, India has the best quality in their product. Recently, several countries lined up for India’s wheat flour: Turkey lately placed an order of 50000 tones. Almost a month ago, the world’s largest importer of Russian and Ukrainian wheat, Egypt, approved India as a new supplier looking to import a million tonnes. It is seen that in the future along with Russia, the world's largest exporter of wheat, India will become an essential alternative source of the foodgrain with its improved quality. As a result of the government’s constant attention, India’s wheat is as good as any high-quality wheat from other major global suppliers, and the reason behind this is the new seed varieties. India has already entered a slew of new markets like Yemen, Qatar, Indonesia, and Afghanistan.

Moreover, India has many different options in its wheat flour range which include:

All-Purpose Flour

It is the most widely used type of wheat flour which comes from the finely ground part of the wheat kernel called, the endosperm. It is called “the all-purpose flour” because it is made from a combination of hard and soft wheat. It is rich in Iron and Vitamin-B. This flour is used for a wide range of baked products.

Bread Flour

It is primarily milled for commercial baking use. Being similar to the All-Purpose flour, it is rich in gluten which is optimal in making yeast bread.

Self-Rising Flour

This is a type of all-purpose flour that has salt and leavening agent added. Self-Rising can be exchanged for all-purpose flour in a recipe by decreasing the amount of salt and baking powder.

Cake Flour

This is silky and fine-textured flour milled from soft wheat and has a low protein content. All kinds of baked products are made by using this flour such as cookies, cakes, bread, crackers, etc.

Along these India has many other kinds of wheat flour likewise Pastry flour, semolina, Drum flour, whole wheat flour, High-gluten flour, etc.

If you agree then kindly write to the Indian government, stating our company’s name, and explain our main cause which is the scarcity of wheat flour in Sri Lanka, and also ask them to grant approval to the Indian exporter so that we may get wheat flour.

I am writing this letter as a request for approval to import wheat flour from your country. As India is one of the main exporters of wheat flour worldwide and we are really impressed by the supreme quality of your wheat so we chose your country for this partnership. No doubt, India has a vast diversity of topography, soil, and climate due to which it is known as an agricultural powerhouse. Undoubtedly, India’s cropping intensity is the highest in the world.

Our country is facing a severe scarcity of wheat flour. Those two companies which were the only source to fulfill the whole country’s demand are deteriorating as they are not getting enough funds. So now we only rely on the import of wheat flour.

Wheat is a product that is used in almost all eatables, especially in the bakery ones. The production of many products, which are made from wheat, has come to a halt, especially bakery products. Due to its shortage, the prices have got higher which the poor ones can’t afford. Malnutrition is another effect as wheat is the only source of starch and energy.

In July, you banned the import of wheat flour due to the increased price in the domestic market, and previously, you issued a new policy that wheat flour will only be imported to those countries where there is a shortage of this flour.

We are fulfilling this policy and our country is in dire need of this product. We would really be thankful if you let us import the wheat flour from your country.

Approval for exporting wheat flour

I am writing on behalf of ____. As you know that around 7 million tons of wheat have been exported by India between 2021-2022. India is the 10th largest country to export wheat worldwide which clearly means that wheat is a valuable product and is imported by many countries.

Wheat is a very essential product in our daily life as there are plenty of things which are made of wheat. Most importantly, Wheat is used to making bread which we eat daily. Almost all bakery products are made by using wheat flour including cakes, biscuits, rolls pasta, pizzas, and many more.

In 2019 the total trade of wheat flour was 4.5 billion USD, among which 105 million was exported by India. According to this in 2022 it would have exceeded limits as the population is increasing at such a high rate. Wheat flour growth in the last ten years is 22% and yearly it has been 2.2%. Wheat flour exports from India have registered a growth of 200 % from April to July 2022 compared to the corresponding period in 2021.

Due to this increased demand for wheat flour overseas, the commodity in the domestic market also rose. As a result, the Indian Government restricted the export of wheat to curb the increased prices as the poor people couldn’t afford it. On 18th July, it was decided that the wheat flour exporters of India would have to take permission from the Inter-Ministerial Committee (IMC).  Another order was passed on 27th August that wheat flour can only be exported in those specific countries where there is a scarcity of this product and we are fulfilling this policy.

In 2020, Sri Lanka imported $6.23 million of Wheat Flour and became the 103rd largest importer of wheat flour. At that time wheat flour was the 336th most imported product in Sri Lanka. India is one of the main suppliers of wheat flour for Sri Lanka including Pakistan, Romania, the USA, Canada, and Australia.

At this stage, there is a severe shortage of wheat flour in Sri Lanka. There were only two companies who filled the country’s flour requirement and according to them they are not receiving enough dollars to import the product consequently, they are only filling 25% of the country’s total demand.  At this hard time, India and Turkey were the only importers of wheat flour for Sri Lanka.

There are many companies in India that are producing wheat flour due to which not every company is getting a fair profit. In fact, many are experiencing losses in sales. Moreover, the flour goes bad if not used before the expiry date. Exposure to air and moisture cause the natural fats in flour to oxidize which declines its quality over time. The flour can be easily judged that it got rancid as it starts smelling.

Our company is fulfilling all policies and there is also a scarcity of wheat flour in Sri Lanka. We are getting a good price and the buyer is also ready to do the advance payment. It will also benefit our Indian economy. Furthermore, it will also benefit our Indian economy and we can also earn good foreign exchange in USD.

So kindly grant us approval for selling the product to this Sri Lankan buyer.
